2013 Surveillance Summary: CIQ Inspection of Imported Toys at China Customs

On July 4, 2014, the General Administration of Quality, Supervision, Inspection and Quarantine (AQSIQ) of the People’s Republic of China published the white paper, 2013 Quality Performance of Imported Toys, reporting the surveillance summary of imported toys, conducted by the Entry-Exit Inspection and Quarantine Bureau (CIQ) at China Customs. 

In 2013, a total of 11,922 batches of toys were inspected by CIQ. Most of them were conducted in coastal cities, such as Shanghai, Guangzhou, Shenzhen, Beijing, Zhuhai, Xiamen, which accounted for 93.4% of toy importation. . Non-compliant toys were found in 106 batches (0.89%), indicating overall satisfactory product safety and quality.

Following is the summary of primary non-compliance based on requirements.   

I. Non-compliance based on labeling requirements

A total of 55 batches of toys were identified as not meeting labeling requirements, which accounted for 51.9% of non-compliant toys. Non-compliance was due to required information not properly labeled in simplified Chinese or the disclosure did not meet toy labeling requirements.

II. Non-compliance based on safety requirements

A total of 23 batches were found violating toy safety requirements: 21 batches violated physical-mechanical safety requirements; 1 batch violated flammability requirements and 1 batch violated electrical safety requirements.

III. Non-compliance based on other requirements

Due to violation of China Compulsory Certificate (CCC) requirements, 28 batches were deemed non-compliant. During inspection it was determined that certain toys were not certified while others did not match CCC certificate covered products.
