In order to protect the health and safety of consumers, the Taiwan Bureau of Standards, Metrology and Inspection (BSMI) has regulated hazardous substances through CNS 15290 “Safety of Textile Products (General Requirements)” for several years. All textile products including garments, apparel, clothing accessories, hosiery, underwear, etc. are required to comply with CNS 15290.
In order to stay current with eco-trends and environmental legislation affecting textile products, Taiwan BSMI recently released a new version of CNS 15290 and added Nonylphenol and Nonylphenol ethoxylate (NP/NPEO) requirements in it. In addition, it also replaced the old testing method of formaldehyde with CNS 15580-1, which refers to ISO 14184-1:2011.

Test Methods and Requirements:
Taiwan BSMI has an inspection scheme for textile and apparel products, including babies’ garments, clothing accessories, towel, bedding and underwear, which should follow the BSMI inspection scheme and must be affixed with commodity certification mark. However, products excluding the types mentioned above are only applied “market sampling and inspection.”
Although the updated CNS 15290 has been released, the inspection of textile and apparel products will not follow the new version until July 1, 2014. As a result, beginning July 1, 2014, textile and apparel products will have to be compliance with the updated version, which has added Nonylphenol and Nonylphenol ethoxylate (NP/NPEO) requirements.
If products that are sold, manufactured or imported in Taiwan market do not comply with CNS 15290, there will be penalties on the obligated entity.
